The tragic death of Iryna Zarutska, a 23-year-old Ukrainian refugee, aboard a North Carolina light rail train on August 22, 2025, sent shockwaves through the community and the nation. The brutal slaying has raised questions about justice, mental illness, and the safety of public transportation.

Iryna Zarutska had fled the violence of Ukraine, seeking refuge and a new life in the United States. Her journey to escape the war in her homeland was filled with hope. Alongside her mother, sister, and brother, she settled in the U.S., embracing the new opportunities that awaited her. Little did she know, her life would be tragically taken in an unprovoked attack during what was supposed to be a routine journey.

On that fateful evening, Zarutska boarded the Lynx Blue Line light rail in Charlotte. It was approximately 9:55 p.m. when the attacker, 34-year-old Decarlos Brown Jr., approached her. Brown, a homeless man with a criminal history dating back to 2007, was sitting directly behind Zarutska. Video footage from the train captured the chilling moment. Brown pulled a knife from his pocket, unfolded it, and without warning, stood up and lunged at Zarutska. He struck her three times, leaving her bleeding and unresponsive. Brown then walked away from the scene, leaving Zarutska lifeless in her seat.

Witnesses on the train immediately alerted authorities, and Brown was quickly located. He was arrested on August 22, 2025, and charged with first-degree murder in connection with the shocking attack. The murder of Zarutska, a woman who had come to America seeking safety, drew national attention. U.S. Attorney Russ Ferguson condemned the act, calling it a “terroristic act” against the values of the American way of life.

Further investigation into Brown revealed a troubling criminal past. He had been arrested multiple times for serious offenses, including robbery with a dangerous weapon in 2014 and possession of a firearm by a felon. After serving over five years in prison, he was released on parole in 2020. However, his criminal behavior continued, and he was arrested in January 2025 for allegedly misusing 911. Despite this, he was not held long in custody, and his dangerous tendencies remained unchecked.

The case took another turn when Brown’s defense team filed a motion in early April 2026, stating that he was mentally incapable of standing trial. According to a psychiatric evaluation from a state facility, Brown was deemed “incapable to proceed to trial,” which halted the proceedings. The court ruled that the case could not move forward until a judge determined that Brown’s mental state had been restored. This decision added another layer of complexity to a case already fraught with emotional and legal challenges.

The decision to seek the death penalty was a matter of public debate. Federal prosecutors charged Brown with a federal crime — committing an act that caused death on a mass transportation system — and indicated their intention to pursue the death penalty. Brown’s public defender, however, has sought a hearing in 180 days to determine whether or not the death penalty will be sought. The legal proceedings surrounding Brown’s mental health and criminal history will continue to evolve, leaving many wondering what justice will ultimately look like for Zarutska.

Iryna Zarutska’s family, who had fled Ukraine in search of a better life, has been left shattered by her senseless murder. Her family had chosen to bury her in the United States, as she had embraced her new life here and loved the country that had taken her in. The loss of Iryna, a young woman with a promising future, is a heartbreaking reminder of the unpredictable violence that can strike at any time.

In the wake of the attack, the case has sparked discussions about public safety, mental health, and the justice system’s ability to hold individuals accountable.
