PORTLAND, OR — The battle for control of Portland’s streets has reached a boiling point. Homeland Security Secretary Kristi Noem traveled directly to the heart of the unrest on Tuesday to deliver a chilling ultimatum to Mayor Keith Wilson: Stop playing politics and cooperate with federal law enforcement, or watch as the federal presence in your city quadruples.
“We Will Cover Him Up”
In a tense showdown that Noem described as “extremely disappointing,” the Secretary warned that the Biden administration’s legal maneuvering would not stop the Trump White House from securing federal property.
“What I told him is that if he did not follow through on some of these security measures for our officers, we were going to cover him up with more federal resources,” Noem told Fox News. “We were going to send four times the amount of federal officers here so that the people of Portland could have some safety.”
Standing atop the besieged ICE facility—a flashpoint for months of protests—Noem accused Wilson of “cowardice” and endangering lives.
“He’s going to have blood on his hands because he sat around and thought too long,” she declared. “He’s too scared of the political ramifications of making a big decision to keep his city safe.”
“Professional Terrorists”
Noem dismissed the narrative of peaceful protest, echoing President Trump’s assertion that the city is being targeted by organized agitators. She claimed the unrest is driven by “professional terrorists” who “know exactly what they’re doing.”
Mayor Wilson shot back in a written statement, calling the meeting “cordial but deeply concerning.” He rejected the description of his city as “out of control” and blasted Noem’s tactics.
“The tactics used by federal agents at the ICE facility are troubling and likely unconstitutional,” Wilson stated. “We still do not know what ‘Full Force’ against Portland means, or how the administration plans to use our city as a military training ground.”
The confrontation comes just days after a federal judge temporarily blocked the administration’s plan to deploy the National Guard. However, Noem’s threat to surge DHS agents bypasses that ruling, relying on federal authority to protect federal property.
While Portland Police Chief Bob Day insists the unrest is limited to “one small block” and has been exaggerated by the media, the Trump administration views the situation as a failure of local leadership.
“This is not a negotiation,” a DHS spokesperson warned. “Either Portland’s leadership steps up and secures federal facilities, or we will.”
