Failed Last-Ditch Effort: Navy Secretary John Phelan Ousted After Clashing with Pentagon Leadership Over Trump-Class Warships

Posted on April 25, 2026

In a dramatic fall from grace, U.S. Navy Secretary John Phelan’s desperate attempt to save his job by going straight to President Donald Trump fell flat, as deep divisions over massive new battleships reached a boiling point inside the Pentagon.

Phelan, a longtime Trump ally, art investor, and Palm Beach neighbor, traveled to Capitol Hill on April 22 to pitch plans for the ambitious Trump-class battleships and discuss the Pentagon’s budget. But while he was making his case to lawmakers, a separate meeting at the White House was already sealing his fate.

Navy Secretary John Phelan Names Readiness as Top Priority

President Trump had personally tasked Phelan with delivering the first Trump-class warship by 2028 — a timeline many viewed as nearly impossible. Trump had hyped the vessels as “the fastest, largest, and 100 times more powerful than anything ever built.” The lead ship carried a projected $17 billion price tag — $4 billion more than a Ford-class supercarrier.

That vision clashed sharply with Defense Secretary Pete Hegseth and Deputy Secretary Steve Feinberg, who favored smaller, cheaper, unmanned surface vessels that are more flexible and affordable in modern warfare. Senior Pentagon officials described the giant manned battleships as completely at odds with the direction they wanted to take.

As tensions peaked, Hegseth and Feinberg argued that Phelan wasn’t moving fast enough on Trump’s shipbuilding priorities and pushed for fresh Navy leadership. Hegseth personally called Phelan and demanded his resignation.

In one final bid to salvage his position, Phelan frantically called Trump aides, insisting he needed to speak with the President directly. He then waited over an hour in the West Wing lobby before meeting Trump. Despite their long friendship and history of late-night texts and dinners at Mar-a-Lago, Trump sided with Hegseth. Phelan left the White House disappointed and out of a job.

Trump later acknowledged the rift publicly, saying Phelan had “some conflicts with others, mainly about shipbuilding,” and that he was strongly pushing a new shipbuilding program. Phelan became the first Navy Secretary forced out in Trump’s current term. He called the role “the honor of a lifetime.”

The episode highlighted deeper issues: Phelan had reportedly gone around the chain of command multiple times, directly pitching the Trump-class idea to the President without clearing it through Hegseth or Feinberg. In response, his authority was gradually stripped — including key meetings and appointments shifted away from his office.

While Phelan played a major role in selling Trump on reviving American shipbuilding with grand paintings of historic warships, the ambitious program faces huge hurdles. U.S. shipyards lack the capacity for such massive vessels, and Trump rejected any idea of using European yards, insisting everything be built in America with American steel.

Even their close personal ties — homes on the same Florida street — weren’t enough to save Phelan. Trump later posted on social media praising his old friend as someone who “did an excellent job,” seemingly softening the blow.

This high-profile ouster underscores the intense battles inside the Trump administration over the future of the U.S. Navy: visionary mega-ships versus practical, next-generation unmanned fleets. The outcome sends a clear message about loyalty, chain of command, and whose vision will shape America’s naval power in the years ahead.
